I hope it will be just the first in a series of articles and will spur some much-needed attention in the city council and elsewhere. It's bad policy with terrible repercussions, both fiscal and humanitarian.<br />BTW, since you own the Times, could you please get them to capitalize every letter in an acronym and not just the first, as in Nafta?
