Always informative and cozy, the Prospect Lefferts Gardens Neighborhood Association meets on February 12 at the spiritual home of Reverend Douglas Banks (CB9) on Bedford at Lincoln.

I assume you mean indisposed - unfortunately, I think your first wording was correct - she's definitely predisposed to making a scene any time people try to gather to talk about things constructively. Hopefully, she'll regard PLGNA more favorably than she does the CB.
Just saw her on Brooklyn News 12. Can't get away!
